In our family, we call it "tragedy brain".
In MY OWN family we have something that could be the opposite of your Korean phrase - calmation time. From the Spanish Calma (English calm). It's Spanglish speak for whenever panic ensues (cunde el panico). At that point someone invariably pipes in with a shouted "Calmation time!"
as in "let calm reign!"
